Safety

Fire

This is the first service that your sims will ask of you, usually when the population reaches 500. Fire brigades put out fires that break out in homes and factories, thus enhancing the growth and attractiveness of your city.

Ordinances

Smoke Detector Program
This reduces flammability in the city by five percent.
Cost: §1 per 1000 sims.

Police

As your city grows, so will the number of crimes. This is especially true in industrial and dense residential areas. The time will come to set up a police force.

For a small (< 5000 sims) village, a single small station is enough. If that village covers a wide area, the Rush Hour expansion provides kiosks, which you can put in areas just beyond a station's radius for community policing.

Ordinances

Junior Sports Program
This keeps the kids at play and out of mischief.
Cost: §100 plus §1 per 200 sims. You need at least one park to enact this ordinance.
Youth Curfew Program
This keeps the kids at home after dark, reducing crime in your city.
Cost: §40 plus §1 per 500 sims. The kids hate it, so you also take a hit in your mayoral rating.

Federal Prison

If your city's finances start going down the tubes, you may be offered a 3000-immate federal prison. It not only costs nothing to set up and maintain but even pays you $250 a month. However you will need to put it far away from inhabited areas, because it drags down police protection big time.
