Rail is cheap to build and keep, and carries more sims and freight than roads. Freight rail is a far cheaper way to connect industry to the outside. Passenger rail lets your sims go to jobs in other cities without driving.
You need a station to get off and on a train. There are separate stations for passengers and freight, but they are the same in costs. A freight station is a necessary for industry to get its goods out of the city, even for those zones next to the tracks.
You can't make sharp curves with rail, so plan at least a 2 × 2 area to make your track curve, and a 4 × 4 area for a three-way or four-way intersection.
Other forms of rail transport — subway, elevated rail, monorail — are too expensive for a small city.
