Unreachable Levels

Athena's Glory

Rapture's "lap of luxury" apartment block in the Olympus Heights quarter of the city. You emerge out of Tenenbaum's safehouse from the sewers into the tramway that leads to the Athena block, but the entrance to it is blocked by rubble.

Central Administration

Mentioned once in an announcement that did not make it into the final game, Ryan dictates that groups of more than four people must report here to apply for gathering permits.

Fontaine Futuristics

Fontaine's industrial front, which brought us the El Ammo Bandito and Power to the People vendors, the Accu-Vox recorders and other electronic devices (like Ryan's surveillance monitor), and the controls for the bathyspheres. It is also where Adam is extracted from the Little Sisters, and where plasmids and most tonics are made. Tenenbaum and Suchong were first employed here. It is a playable level in Bioshock 2.

Grand Carnival

An independent level downloadable for the Playstation 3 version of Bioshock. Sander Cohen invites the player to enter and emerge from the Eight Doors of Doom, each of whose rooms has a different challenge.

Then the player comes before a Ferris wheel, which is mentioned in the artbook as not making it into the final version of Bioshock. Here, Cohen traps a Little Sister on top. The trick is to provide electricity to the device without Electrobolt.

There are more details on the Grand Carnival at this Gamespot FAQ.

Rapture Zoo

This was a level that did not make it into the final release of Bioshock, but may make it into Bioshock 2. Among its featured animals would have been an elephant. It would be likely that no animal in the zoo survived the war; or that any that did survive would be mutated by Adam, making the zoo exceptionally dangerous.

Ryan Labs

The research arm of Ryan Industries, from which came the security system and its components, the (hackable) accounting components of the vending machines, the Gatherers' Gardens (and some tonics like Armored Shell) and the Vita Chambers. The Sinclair Solutions company in the multiplayer part of Bioshock 2 may be a subsidiary of Ryan Labs.
